Minutes of Committee Meeting held at Lordswood Leisure Centre on Wednesday, 7th December 2011 at 8.00 p.m.

 

 

1.         COMMITTEE:

These were agreed to be a true and accurate record except that the transfer recorded under item 7 to Wigmore Youth Wanderers U/10 was to Wigmore Youth.  Minutes were signed by the Chairman.

Cuxton 91 Request in accordance with Rule 1(A), for U/10s and U/11s to enter Butlins Tournament 6th May.  

Decision: The Committee agreed the request and note the potential problem you highlight. The onus is on the Club to inform the League as soon as possible if this materialises and they will try to accommodate.

Anchorians notifying League that they have been awarded Charter Community status

 Congratulations to the club and all involved in achieving the award.

Walderslade Advising that the Club has now had it’s Charter status reinstated.

Horsted Youth report from U/11 fixture v Sheerness East Youth on 13/11/11.  Horsted Youth wish to put on record the excellent, sporting game and conduct of both teams on the day.  Thanks to Sheerness East Youth for a most pleasurable game.

League Referee Andrew Bolton wishes to record an excellent game Sheerness East Youth v Meopham Colts U/18 on 13/11/11.  A special mention for the exceptional sportsmanship displayed by the Meopham Colts captain.

Sheerness East Youth report on game above.  The U/18 manager states ‘the managers/coaches and parents from Meopham were a credit to their club in their good humoured nature and sporting banter. I'll also include our players and supporters in this.

Although not the result we wanted, this was the most enjoyable game of football I have witnessed this season.  The captain of Meopham Colts deserves praise for his incredible sportsmanship and maturity.  The referee handled the game superbly.’

Wigmore Youth would like to pass thanks to New Road supporters and players for their understanding and sympathy following an injury to one of their players during the U/13 tie, Wigmore Youth v New Road Colts.  It was also noted that the game was played in a fantastic atmosphere despite the unfortunate accident.

Horsted Youth thanking Hempstead Valley U/16s management and players for their concern and assistance when one of their players suffered a broken leg on 20/11/11.

Omega 92  re fixture U/13 v Woodcoombe Youth on 20/11/11. Wish to thank everyone from Woodcoombe Youth for the fantastic game and also referee, Andy Hill who helped make a great game.

Wigmore Youth note of thanks for the Quiz Night on 18th November.  Special mention for Andy Bonneywell who did a great job as quizmaster.

Rainham 84 request that thanks be recorded to Istead Utd Colts U/16 for a good, fair game, played in the right spirits on 27/11/11. The Rainham 84 said the game was well refereed by Chris Williams and it was a pleasure to be involved with it.

Cliffe Woods Colts have arranged a KCFA run Safeguarding Workshop at Cliffe Woods School on January 16th January.  There are spaces still available although the minimum number required have been booked.  Please contact Mark Bright at KCFA to book a place. 01622 792140

 

Amendments to Handbook

Two omissions from MMYL Rules to be added:

Page 10 Add Rule 2(F) ‘Applications by existing Member Clubs for admission to this Competition as per Rule 2(A) must be made prior to the 1st June of each season.  Application for membership of the League with regard to clubs that were not member clubs the previous season should be made prior to 1st May of each season.’

 

Page 27 Add Rule 13 (P) ‘Where neutral official/s are requested by the opposing team, they must be responsible for the payment of said official/s.

 

 

 

4.         CHAIRMAN’S REPORT:

I would like to wish everyone A Happy Christmas and New Year.

Please join me in saying a big thank you to the league committee for all the hard work they have put in this season.

 

Once again I would ask that all club secretaries inform their managers that anyone running the line must be over 18 years of age or if under 18 must be qualified, page 26 of the handbook (referees).

Please also ask all managers to make sure that all spectators keep back a minimum of a metre from the touch line that also includes managers and coaches.

6.         SECRETARY’S REPORT

Just a reminder to all club secretaries that you need to keep all relevant officers in your club updated with information issued to you by myself and League Committee members. 

This includes all League minutes which contain various information including important amendments to the fixture booklet. 

 

This month I am aware of several incidents reported to the KCFA that have no place in youth football.  One has been sent by the KCFA to the FA for advice as there are such exceptional circumstances.   The League is seeking guidance on any action that may be taken.

I was beginning to feel rather despondent until I started to type the ‘Correspondence’.  I was cheered up by the number of positive reports this month proving that there is some great sportsmanship and that Clubs can mutually enjoy their games on Sunday mornings even if they do not actually win.  Thanks to everyone who took time to record their good experiences with opponents and/or referees.  

 

I would like wish everyone a very ‘HAPPY CHRISTMAS AND NEW YEAR’. Please enjoy the break with your families and friends and come back refreshed and raring to go in 2012!

Under 7, U/8 and U/16 Secretary

Well done to the clubs that progressed into the next round of the Kent Cup --any changes to fixtures due to this will be emailed out before Christmas. No fines, transfers or de-regs this month for 16s.

 

Can I remind all managers especially Under 7/8s to follow the rules on exchanging registration cards and filling in match cards before the start of the match and to write players names clearly.  I am unable to read some names so please use block letters as per Rule 11(A).

Under 9, U/10, U/11 &U/12 Fixture Secretary

Postponement request from Wigmore Youth U/10 D1 on 18/12/11.  This required Committee decision as per Rule 12(O).  The request is denied.  If 9 or less players are available one fixture only can be played.

As well as my role on the League Committee you may know from meeting me at games that I am one of the trainee referees mentees. I would like to take the opportunity here of explaining the process. To complete training after a referee has attended the formal course a referee has to referee 3 games with a mentor present plus 3 others.  In this League they must all be 11 a side games.  It is intended that the mentee gives helpful advice and guidance.  The matches are appointments by the League Referees Secretary,  Ray Kerr, on behalf of the League, chosen for their suitability of the trainee referee.  Ray will consider age of referee and players, if appropriate.

If, as a manager you have been appointed a mentored referee please bear in mind that these are trainees, learning a new skill just as your players are learning to play the game.  They will make mistakes and your reactions may influence whether they continue refereeing to benefit the game in the future.  I report back my opinion of the referee’s performance to the local Referees Mentor Co-ordinator.

Secretaries, Some managers are still sending me Registration forms with no S.A.P. So please could you remind them to do so in future and if you are the team that has sent me a form with no envelope please could you either send me a S.A.P or email me to arrange collection.

A BIG well done to all managers for the second month running and no fines from me for my age group, so please keep up the good work.

I received a letter from League referee, Gary Chamberlain regarding the U/15 fixture on 20/11/11 Anchorians Utd v Cliffe Royals.  He is full of praise for the sporting conduct of both teams, managers and spectators.  Keep up the good work!

8.         TREASURER’S REPORT:

9.       REFEREES SECRETARY’S REPORT:

I am still managing to cover over 50 games most weeks despite a certain lack of commitment amongst some of the new referees. Can I set out the situation so there can be no misunderstanding?

Having done your classroom part of the course you must do 6 games, 3 of which must be mentored. If you wish to become a qualified referee, then you must complete these games and the County will not allow you to continue as a trainee indefinitely if you do not. It would help considerably if you could let me know how many mentored games you have outstanding so I can make sure you get your share of 11 v 11 games. Unfortunately I cannot guarantee a mentor as this is in the hands of the County but we assist the new Medway Branch Mentor Co-ordinator as much as we can in this regard.

 

Please note that precedence in the allocation of mentors will be given to league appointed officials. Clubs should also note that they should not be attempting to sign league officials as club referees.

 

Again we have had a lot of misconduct and, on one week alone had four unacceptable incidents. These will be dealt with by the County in due course and but an U18 team has been withdrawn from the league as a result of one of these incidents. The club involved is to be congratulated on their prompt action.

 

Two of the incidents involved threatening behaviour towards the match official which will not be tolerated. If this sort of behaviour is not stopped, the future of the league will be put in jeopardy as more referees will give up their hobby and league committee members may get tired of wasting their time sorting out the aftermath.

 

Fortunately we do still get some reports of good sportsmanship and enjoyable games some of which may appear elsewhere in these minutes.

      10.           RESULTS SECRETARY’S REPORT:

Despite previous reminders I am still receiving emails after the 5PM deadline

or not at all. The main culprits seem to be the emails sent from smart phones.

 

Please remember I need the results for the Kent Youth Cup games so that the secretaries know which games need to be postponed and which other fixtures can be brought forward.

 

And finally all under 7’s and 8’s games must be reported even though we can’t publish them.

I have received several disappointing reports this month regarding no refreshment being offered at half time to referee's! I have passed the offending clubs details to Christine. Please could all home teams remember to offer your Referee a drink at half time.

 

On a more pleasant note I have received some very encouraging reports from referee's regarding the high standard of football being played in our league.

U15's Cliffe Royals v Chatham Riverside

Superb competition between these two sides. Some good football played in a very good spirit. Excellent support from both sets of spectators, I have not heard that much applause for both sides in a while. Both clubs can be very proud.

 

U16's Wigmore Youth v Rainham Kenilworth

All players, each team management and all spectators were a credit to their clubs in the way they approached the game. Not a hint of trouble, not one unnecessary tackle or word out of place. Just two teams trying to play good, open attacking football. One of those occasions where the players and all connected with them made the game an easy one to referee. 

13's Omega 92 v Woodcoombe Youth 20/11/2011

I wish to report to the league how enjoyable the above fixture was with both sides playing very competitive football, but also showing great respect and a sporting attitude through-out the fixture. It was a nice change, without a single caution and no reason to speak to any of the players, spectators or officials. Both teams were a credit to the league, and their clubs. I would wish to add a comment regarding the home manager. The Omega Manager is a big guy and could easily be intimidating, however I must state that if I was playing Under 13s football, or had a son / grandson playing at that age group I would want him as the manager. Through-out the game all I heard was constant praise, sometimes with a little banter to the boys, an absolute credit to the game.

Well done to all teams mentioned you all received the maximum respect marks from the referee's for these games!!

 12.     CUP COMMITTEE

Cup draw   The draw took place prior to this MMYL Committee meeting. 

In attendance to observe the draw as invited: Kim and Paul Gordon representing Horsted Youth, Paul and Sam Tucker for Omega 92 and Clare Maddox and Wendy Phillips from Swallows F.C..

The draw will be circulated as soon as possible as a separate mailing.

 

 13.    PUBLIC RELATIONS OFFICER’S REPORT:

I am getting increasing frustrated by the number of reports I am receiving where it is blatantly obvious that the person submitting the report has either not been given a copy of the guidelines issued about match reporting or they are ignoring them completely.

 

This week I have received 2 emails with no details regarding age group or division of the teams involved and a number especially in the Under 9 and Under 10 age groups where reports have been over 200 characters when the limit is 100. I really don’t want to get to a situation where reports are not included in the press and children are disappointed not to see their game featured but Clubs and Managers must appreciate that I’m not just dealing with their report but any number of reports from Teams and Clubs within the League also.

 

To me the issue is easy to resolve if Club Secretaries established who is writing reports for each team in their Club and ensure that the guidelines are circulated. If you don’t have them you only have to ask.

 

One change I will be making to the guidelines, and I would ask that this is implemented immediately, is that the body of the report must contain the names of both teams. Often I get reports that start "Both teams started strongly...." but it doesn’t actually say who "Both teams" are. The reason I’ve asked for that information in the header is so that if this data is not included in the report I stand a better chance of knowing who the game relates to. Now I’m asking for this info to be in the report as well so I don’t have to edit it.

 

If anyone would like to discuss issues they have with match report writing I am only too happy to do so, either via email or on the phone.

 14.      LEAGUE WELFARE OFFICER’S REPORT:

 I would like to remind all managers that snoods or any form of loose neck warmer are not to be worn during a match. This is a directive from the FA this season  and also linesman must be over 18 unless they are a qualified or in training.

15.  PRESIDENT’S REPORT                                                                                                              

Thank you to everyone who supported Cerebral Palsy Care by attending our Quiz Night.  A total of £1,063.30 was raised on the night and by donations.  I have written to all contributors.

 

The meeting closed at  9.15  p.m..
