Minutes of Committee Meeting held at Lordswood Leisure Centre on Wednesday, 2nd November 2011 at 7.30 p.m.

 

1.         COMMITTEE:

PRESENT:  Vic Williams (Chairman), Vic Smith, Christine Carey, Andy Bonneywell,   Denise Gadsdon,  Jim Carey, Chris Morris, Sue Sandmann,  Tim Hunt, Maria Hooker,   Mark Sandmann and Michele Leadsham.

2.         MINUTES OF THE LAST MEETING:  (held on 5th October 2011)

These were agreed to be a true and accurate record and were signed by the Chairman.

Omega 92  U14s coach was really impressed with referee, Daniel Fryer at their last match on 23rd October. Although not all decisions went their way they asked to have him again anytime!

 

Amendments to Handbook

Two omissions from MMYL Rules to be added:

Page 10 Add Rule 2(F)  ‘Applications by existing Member Clubs for admission to this Competition as per Rule 2(A) must be made prior to the 1st June of each season.  Application for membership of the League with regard to clubs that were not member clubs the previous season should be made prior to 1st May of each season.’

 

Page 27 Add Rule 13 (P)  ‘Where neutral official/s are requested by the opposing team, they must be responsible for the payment of said official/s.

4.         CHAIRMAN’S REPORT:

I reported last month that some clubs are still not implementing the respect as laid down by the F.A, if you are using cones spectators must stand behind the cones not in front and the cones must be at least a metre back from the touchline and all managers must stand on the opposite side of the pitch to the spectators they must also stand a metre back from the touchline and not run up and down the touchline shouting instructions.

 

All League appointed referees have received a report from the referees secretary regarding linespersons smoking, drinking and using mobile phones while running the line you should not do this, also all linespersons must be over 18 years of age unless they are qualified this goes from U7 to U18.

It has become apparent due to low referee marks received , that despite our previous minuted notification in the use of "Emergency Referee" some teams are not adhering to these given instructions.
These are again issued/repeated below and the future situation is to be monitored - and any defaulting team/club may find themselves subject to further action as per Rule 5H.

Emergency referees can only be appointed on the day when no qualified official is available from either team/club. The Appointment must be agreed by both teams and the match record card must be endorsed that an Emergency Referee has been used. REMEMBER; YOU MUST INFORM YOUR OPPONENTS ON THE DAY THAT PERSON TO OFFICIATE IS NOT A QUALIFIED/OR REGISTERED REFEREE.
The same Emergency Referee CAN NOT be used on multiple occasions and, if a parent or club official wishes to take on the refereeing duties for a team, they MUST go on the training course.
NO unqualified referee can be appointed in advance and, if the home club does not have a referee available by the Tuesday prior to the game, they MUST contact the opposition to establish if they have a qualified official available. If this is not the case, then the home club must contact the League Referees Secretary and he will do his best to provide an official. ONLY after all this has failed can an emergency referee be appointed on the day

Under 7 & U/8 Secretary

Despite my email to all clubs reminding them of a few rules it is apparent some teams are continuing to flout both league and FA rules, main two being  a player can only take part in ONE game even though he may have only played a few minutes in one  and the use of a Under 18 as linesperson unless a qualified referee or in training to be one  is NOT allowed.

Can secretaries please also remind managers where to send their match cards as still some are being sent to Martin Harrison.

Registration cards will not be returned unless a sae is enclosed I have, up to now been reminding clubs of these uncollected cards but as from this week will not!

Postponement request from Strood Utd U/10 D2 for 20/11/11. Agreed in accordance with Rule 12(O).  The game v Oak Athletic is now postponed.  Re-arranged fixture Woodpecker HI v Oak Athletic to be played instead (b/f from 11/03/12).

Under 14 Secretary

The same clubs are making the same mistakes on their result cards week after week. Fines are avoidable if you make sure that cards are checked before posting them to me.

Also make sure that you apply sufficient postage on large envelopes.

Please make sure that any registrations that you send me have a stamped, addressed envelope for the return.

Due to the new FA transfer procedures that we now have to abide by, it is wise to inform any player wishing to transfer that unless the current club inform me by return the procedure will take a minimum of 7 days.

If the current club take the maximum 7 days that they are allowed it is quite likely that the player will miss 2 weeks of football. It therefore makes sense to ensure that transfer requests that you might receive from me are dealt with immediately, if at all possible, thus allowing the player concerned to play football with the minimum of interruption.

Under 15 Secretary

Secretaries, I am still receiving registration forms and transfers without self addressed envelopes. Please could you remind the person in your club that send me these forms to make sure that they do accompany an envelope as in future, I will not be chasing clubs up to collect their player match cards.

Postponement request from Rainham 84 for fixture on 6/11/11 v Cobham Colts.  This requires committee decision as per Rule 12(O).  Permission for postponement is not agreed.

Under 16 Secretary

Well done to those who got through to the next round of the Kent Cup and rearranged fixtures  for 20th (next Kent Cup round) have been sent to clubs. Postponed matches due to Kent Cup will be rearranged when able and hopefully the weather will be kind to us this year as to avoid double headers later on !!

Under 18 Secretary

I hope everyone had a nice half term week, now it is back to playing again. Could I remind managers once again when they bring registrations please enclose a stamped addressed envelope.  I know I mentioned last month and most of you are doing this but there are some that are still not, if you are collecting them from me this is a different matter.

Weather is still good which mean games are getting played. Hope to see you around at matches trying to get to as many as I can this season.

8.         TREASURER’S REPORT:

9.       REFEREES SECRETARY’S REPORT:

Good coverage with referees during October with upwards of 50 out there each week. There has been a high level of withdrawals, however, which can make life difficult, particularly when it happens at the last minute. Referees are reminded that if they do become unavailable, they must first notify the home club of the game that they are meant to referee and then myself.

 

We are still having problems with unacceptable behaviour on the side lines, towards newly qualified referees in particular, and this must stop. I cannot understand why some people have an expectation that a young newly referee will not make mistakes. Like the players, they are learning and berating them does no good at all.

      10.           RESULTS SECRETARY’S REPORT:

It would appear that some results secretaries do not know which of their teams are playing at home as each week I have results missing from the emails received.

I have included the rules regarding results 11(B) and 11(F) below as a reminder:

 

11 (B) the Home Club shall notify, by e-mail, the result of each match to the League Results Secretary by 5 p.m. on the day the match is played. Clubs in default shall be fined. See Rule 11(F)

 

11(F) All results and all postponed fixtures must be contained in the body of an e-mail message and not as attachments, to the League results e-mail address.  The subject of the e-mail should be “…..Club name…Results”.   Failure to do so will result in a fine and persistent offenders will be further dealt with at the discretion of the Management Committee.

 

I will refer Clubs to the Discipline Committee after 3 offences under these Rules.  Further charges may then be issued under Rule 5H.

I have received some very positive reports from referee's regarding teams respect and sportsmanship I have included their comments below:

 

Oak Athletic and Rainham 84 U18's. ‘ Both Teams played with a competitive but sporting approach also the Management and Supporters were excellent

 

Woodcoombe Youth and Cobham Colts U16's. ‘Excellent game of football.  Both sides should be pleased with their efforts in all aspects of the game, especially Woodcoombe who only had ten players yet you’d never have known.  It’s always a pleasure to referee a match where the high quality of the football played is matched by the level of sportsmanship displayed by the players, management and supporters of both sides.  Well done to all!’

Rainham Kenilworth and Rainham Eagles U13's. ‘I would like to state that both sets of players are a credit to the MMYL, and their respective clubs, Rainham Kenilworth for the style of football that they played, and even though they had scored 11 goals by half time, they showed a lot of RESPECT to Rainham Eagles players.  The Rainham Eagles players for not giving up, and letting there heads go down throughout the whole 70 Minutes, despite losing 15-0 they fought right on, to the very end. This was a very pleasurable game to Referee.

12.        CUP COMMITTEE

Dates of cup finals have been circulated to all clubs and are again included at the end of these minutes.

Cup draw   The draw will take place prior to the MMYL Committee meeting on Wednesday, 7th December at Lordswood Leisure Centre at 7.30 p.m..  In accordance with Rule 23(D) the following clubs are invited to attend as adjudicators, 2 persons max per club:  Omega 92, Horsted Youth and Swallows.
