Minutes of Committee Meeting held at Lordswood Leisure Centre on

Wednesday, 7th November 2007 at 8.00 p.m..

 

1.   COMMITTEE:

PRESENT:  Vic Williams (chairman), Vic Smith, Tina Loftus, Claire Blake, Sue Sandmann, Mark Sandmann, Andy Bonneywell, Ian Ballard, David Durham, Sarah Monk, Chris Carey and Keith McCourt (KCFA rep).

2.   MINUTES OF THE LAST MEETING  (on 3rd October 2007):

were agreed to be a true and accurate record and were signed by the chairman.

Royal Princes Park  Send thanks to Woodpecker U/15 manager, players and parents for their understanding and patience in completing their fixture on 7th October, following an injury to one of the Royal Princes Park players.

Well done to Chris Gillen and his team.

Sheerness East Youth  wrote to thank Real 60 U/14s for being such sporting opponents in all respects following their tie on 7th October.  Sheerness East U/14s  thought the team were ‘a great bunch, a credit to themselves, their club and the League’.

Well done to Mauro and his team.

Spartac   say thank you to Paul Milton and everybody for the sportsmanship from Earl Juniors U/15s  ‘it was top class when we played them in the league cup on the 14th October 2007.  They beat us convincingly on the day by putting 10 goals past us without reply with some brilliant football.’

Cuxton 91 Under 16’s would like to thank New Ash Green for their hospitality in providing food and drink at their clubhouse following the Kent Cup match game on Sunday, 14th October.  It was an exciting match and they wish New Ash  Green good luck in the next round. 

Woodcoombe Youth  Thank Woodpecker U/13s for providing the referee on 14/10/07 at short notice.

Woodcoombe Youth  club referee wrote to inform the league that he was impressed with Valley Colts U/15s behaviour at the fixture on 28/10/07, players and spectators alike which contributed to an enjoyable game.

Sheerness East Youth  U/14s congratulate the referee from their fixture at Deanview 95 on 28th October. They felt he was very fair and gave an excellent performance.

Deanview 95  Requesting guidance on expenses arising from cup games.

The committee accept that Rule 24n suggests expenses should be shared but this is intended to refer to Rule 24m i.e. semi final stage.  The committee determined that costs before the semi final stage are the responsibility of the home team.  Rule clarification will be made at the next AGM.

Bredhurst Juniors  Reply to League correspondence concerning the junior pitch at Bredhurst Nursery.

Assure MNYL committee that pitch would be used by younger 11 a side teams only. 

The MNYL vice chairman has visited the pitch and it is slightly below minimum size required.  The committee noted that best use of the space available has been made but will not accept this pitch for 11 a side games in the MNYL from 2008/09 season. 

Oak Athletic  regarding website restrictions.  The chairman has answered most of your points direct.  The new agreement with the Medway News is copied at the end of the minutes.  The Medway News is under new ownership and we have been advised that it is intended that the Medway News will launch its own website.  There may be scope then to link sites and further talks will be held at that time. 

It was noted that in excess of £20,000 in sponsorship has been received from the Medway News to date.  This has enabled the MNYL to keep registration fees to a minimum, as discussed at the last AGM.     

Teynham Gunners  Your report from the U/14s fixture on 14/10/07 is noted but the MNYL has no jurisdiction over such matters unless they are reported to the KCFA by the referee and any charges accepted or proven. 

 

4.   CHAIRMAN’S REPORT

Thank you to all clubs that took part in the Easter Bunny raffle on behalf of Cerebral Palsy Care and also all the clubs that made a donation to this worthy charity. I am happy to say that £1259 was raised well done.
Last week an email was sent out regarding the sub cards it seems that the message is not getting through to the people that it concerns most - the referees. Can all secretaries please explain to club referees why it is necessary for the referees to tick subs on and off the field of play.
WHITE LINES will all Managers make sure that all spectators stand behind the white lines and not in front.

Just a gentle reminder that if you know you have not got a qualified/registered referee available for your home game then you must notify your opponents accordingly and preferably, if known at time of
fixture confirmation.

6.   SECRETARY’S REPORT

It was really good to receive and record so many items of correspondence where clubs have displayed sporting conduct and cooperation this month.  Unfortunately so often I am dealing with the less pleasant reports and aspects.  It is important that your managers all understand the County discipline structure.  Perhaps you will make this a club agenda item.  Several times this month I have received reports of events at matches from clubs written by  team managers.  Although the MNYL committee will not dismiss such reports we have no jurisdiction to issue charges against players or officials for field offences.  The referee whether ‘emergency’ or qualified must make the reports to the KCFA (copied to Ray Kerr).  The KCFA will issue any charges and report the outcome of these and any subsequent appeals to the MNYL.  If the charges are accepted or proven against the club it is at this point further action will be considered by the MNYL discipline committee.   On occasions, I may require you to send a managers report immediately, of an incident, where something of a serious nature has been reported to the referees secretary e.g. conduct causing a match abandonment or an alleged assault of any kind.

It is an offence to make an illegal approach to a player during the season.  The correct procedure is detailed in the KCFA handbook on page 75 and the penalties for clubs proved by the KCFA in breach of FA Rule E1 (b) can be severe.  It is certainly not the correct procedure to find out a players address and to turn up on their doorstep and badger the parents.  I hope the club whose player was approached will make representations to the KCFA.

I attended a meeting with our colleagues at the MMSFL and Medway Council on October 24th.  We had an opportunity to discuss problems encountered by member clubs and the actions taken were reported back. The Council are keen for the Leagues to hire pitches direct by ‘block booking’ rather than each club hiring separately. The League would then bill the clubs.   If any club that hires from the Council at present has any comments please send them to me by December 1st.

Reminder:   Emergency referees should be noted as such next to their name on result cards.  Clubs should not be using the same person regularly as an ‘emergency’ referee.

Still a lot of fines again this month for silly mistakes on the cards and also despite numerous reminders Jim is still getting the odd result card. Apart from that everything seems to be running fine. The postal dispute didn’t seem to cause too much of a problem.

Please remind yourselves of rule 13(o) regarding marking referees as I’m having to chase low referees marks that haven’t been received within the time limit.

I am not available from 12/11/0727/11/07 incl..  Andy Bonneywell will do any registrations/transfers you need while I am away.  Jim Carey will deal with fixture issues.  Result cards should still be sent to my address.

Congratulations to those teams still in the Kent Cup, just remember to keep me informed of your progress. It has been nice to be able to watch quite a few games so far this season and been impressed with teams attitude towards the league supplied referees.---keep it up!

Only items to report are:

 Division 2 fixture New Road v Fulston Zebras scheduled for 25/11/07 is postponed as Fulston Zebras players are on a school field trip. (Rule 12v)

 

8.   TREASURER’S REPORT

Royal Princes Park have unpaid player fees £126.

The club is suspended from playing any fixtures until the payment is made and fined £10 (Rule 4k)

 

9.   REFEREES SECRETARY

A couple of moans:

Firstly, I am getting a number of complaints from referees that they are not being offered any refreshment at half time during games. The referee is a guest of your club and should be offered the same courtesy that you would offer a visitor to your home. Even if it is only water, please at least make the offer.  This seems to have dropped out of the handbook with recent reviews.  I will be seeking to have this restored at the next AGM.

It is the responsibility of the home club to provide a set of flags for the use of the assistant referees. It appears that some clubs are again deficient in this area and rely on the referee to provide his own. Rule 12(i)

refers and I will fine clubs reported to me in breach of this rule.

 

Not many compliments this season, in fact this is the only one I could find in my e-mails. Sorry if I have missed anyone:

 

From a referee: Spartac v Royal Princes Park U15, 30/9/07.

This game was a pleasure to referee and both teams and spectators were a credit to their clubs, both in sportsmanship and the way the game was played.

 

Discipline:

 

The following figures are for the first THREE weeks, i.e. up to 23/9/07.

 

Cautions – 58; Dismissals – 14; Misconduct reports – 4.

 

It is not looking good at the moment although the numbers seem to have dropped off during October. I will bring the figures up to date in December.

 

 

 

10.   RESULT SECRETARY/WEBMASTER’S REPORT

Well done to all clubs this month as results were a pleasure to do for the month of October with very few fines issued and the lowest amount of queries from the Age group secretaries that I can remember. Let’s make November just as good I’m sure you will.

Just a reminder that the mini soccer results for Cup games should be sent in as an Aggregate score.

And any team still in the Kent Youth Cup I need the result so that the Fixture Secretaries can plan future fixtures

Reminder that Fulston Zebras, Rainham 84 and Real 60 are invited to attend the draw for League Cup and John Leeds Trophy quarter finals on December 5th 2007 at 7.00 p.m. in the upstairs conference room/bar area at Lordswood Leisure Centre.

13.   WELFARE OFFICER’S REPORT

Received from Val Hajialexandrou, KCFA Child Protection Officer

Please be advised that a person unknown to Lordswood Youth FC was seen taking photos from a distance in the direction of their young players at training on Saturday 3rd November in a field adjacent to the Lordswood Leisure Centre.

 Whilst this may have been perfectly innocent, it has been brought to the attention of the police.

 Therefore please be take extra care with the supervision of your young players.

 Be mindful that this person was unknown to the club and standing back in the car park/trees taking pictures which raised suspicion.  However, taking of photos/videos at matches by family, friends and club officials for club/league websites, and for promotion material within the FA guidelines is perfectly OK as long as there are no players present that would be put at risk by their picture appearing in the public domain, which all managers would be made aware of when a player signs on.
