Minutes of Committee Meeting held at Lordswood Leisure Centre on Wednesday, 5th  August 2009 at 7.50 p.m..

 

1.         COMMITTEE:

PRESENT:  Vic Williams (chairman), Vic Smith, David Durham, Ian Ballard, Chris Carey, Jim  Carey, Martin Harrison, Denise Gadsdon, Graham Adsett, Chris Morris, Colin Fay, Michele Leadsham, Tim Hunt and Keith McCourt (KCFA D2 representative).

ABSENT:  none

 

2.         MINUTES OF THE LAST MEETING:  (held on 1st July 2009)

These were agreed to be a true and accurate record and were signed by the Chairman.

There are no matters arising from the minutes.

 

3.         CORRESPONDENCE:

The F.A.  Recognising the key role that Leagues have to play in the Respect Programme and requesting continued support in the coming season.

K.C.F.A. Ltd.  Sanction of League for 2009/10 season is granted. Member clubs are in order with the exception of Black Lion Youth, Borstal 88, and Riverview Utd.

These clubs are fined £10 each,  in breach of Rule 2d despite being sent reminders.  The clubs may not play in the MNYL until they confirm their affiliation with the KCFA for 2009/10.

K.C.F.A. Ltd.  Val Hajialexandrou County Welfare Officer   - in response to MNYL enquiry relating to Club Welfare Officers.   Club Welfare Officers should check the CRB online service to check expiry dates for the Safeguarding Children Workshop qualification of their volunteers.  Ownership is also upon the individual to ensure they keep their training updated. 

K.C.F.A. Ltd. D2 Notice of approval of change of name of Woodpecker F.C. to Woodpecker Hoo Institute F.C.

Spartac  U/18s application in accordance with Rule 23d approved.

Real 60  Notice of plans to celebrate the 50th Anniversary of the Club.

Rainham Kenilworth  Requesting the MNYL committee circulate member clubs regarding the decision made last month concerning the incorrect team entry of U/8s properly U/7s.

The committee decision last month stands and it was not felt appropriate to ballot the membership.  The MNYL constitution does not distinguish between competitive and non competitive football in line with the FA Standard Code of Rules for Youth Leagues.  If we are to offer U/7 & U/8 organised football, albeit friendly fixtures, we must do so within the Standard Code of Rules.  The Committee is quite happy for Rainham

 

Kenilworth to approach clubs to play friendly fixtures if they wish however MNYL organised fixtures must not be disrupted.  You are welcome to contact Martin Harrison if you need information about MNYL  U/7s fixtures at any time.

 

Wigmore Youth   The MNYL President has responded to your correspondence dated 5/7/09 and 18/7/09 on behalf of the League Committee. 

 

Rainham Eagles   AGM minutes will be supplied with other relevant paperwork prior to the AGM in 2010.   Your suggestion regarding fixture booklets is noted.  The committee will continue to have booklets printed but will also supply e-mail copies if requested.  The response can then be assessed for the future.   Fixtures booklets will not be issued to clubs in any form prior to 2/9/09.

 

M.M.S.F.L.  Informing the members of an available mini soccer pitch for hire at Woodstock, Sittingbourne.  The mini pitch is £150 per season. If you are interested the contact is Alan Barty 01622 842742

In addition to the teams above the following failed to register a team in accordance with Rule 8c and are deemed to have withdrawn:

Woodpecker U/8, Rainham Kenilworth U/8 ( see correspondence), Anchorians Phoenix U/15,  Milton & Fulston Utd (2) U/18.

A fine of £10 is imposed for each team withdrawn or deemed to have withdrawn subject to Rule 5m.

 

Milton & Fulston Utd  U/18 (2)  Letter received requesting entry to the MNYL after the deadline giving reasons for late submission of forms. 

The committee unanimously agreed that the team is excluded as they were in breach of Rule 8c). No registration forms were received by the deadline despite numerous reminders from the age group and league secretary, and item 7 of  the MNYL minutes dated 1/7/09.  In each reminder, as in Rule 8c), the importance of meeting the deadline and the consequence is stated.   

 

 

 

 

Divisional Structure 2009/10

The divisional structure has been circulated to member clubs and is ratified by the Committee. 

The following clubs made representations as follows:

Borstal 88 U/13      Request move to D1.   After consultation with Walderslade the move is agreed.

Milton & Fulston Utd. U/16 request move to D1.  This is agreed.

Wigmore Youth      The divisions were formed in accordance with Rule 1c).

Wigmore Youth U/16  request move to D2.  The committee regret that it is not possible to alter your division.

Wigmore Youth U/18  request move to D2.  After consultation with Walderslade a swap is agreed.

Deanview 95: U/16  request move to D2.  This is agreed.

Lordswood Youth:   enquiry dealt with by telephone call by League secretary.

A revised copy of the final divisional structure is attached to these minutes.

 

4.         CHAIRMAN’S REPORT:

I would first of all like to wish all the teams good luck in the coming season. July is a very easy month for me but not for others on the committee, you will see in the minutes a thank you to all the fixture secretaries who have worked hard to get registrations and fixtures to the secretary on time so that we can go to print. This year has also been a very busy time for the league secretary she has had all the new changes made by the FA to collate into the constitution. I know that you will join me in saying thank you to Chris for all her hard work. When sending emails or phoning Chris it would be nice to say thank you at the end. Last month I reminded all clubs of rule 8x this month I would like to remind all clubs of rule 14a.

 

5.         VICE-CHAIRMAN’S REPORT:

6.         SECRETARY’S REPORT:

The divisional structure has been circulated separately and Jim and Andy have begun to prepare the fixtures.  The workload involved with the complexities of pitch sharing involved across 27 divisions means that fixtures will not be available until the meeting for secretaries on September 2nd .  Please see foot note of minutes for details.

 

If you hired Medway Council pitches for your MNYL teams I will be writing to you shortly and an invoice will be issued by Ian   in due course.   It would be helpful if you check the pitch/goals at your allocated venue before the first games on 13th September and let me know any problems in good time to inform the Council.  I believe goal posts are to be erected from the end of August, dates will vary across the area.  As last season I remind you that your pitch allocation is for your normal fixtures but I may move teams around for the benefit of the competition at times.  Again I have some teams sharing with teams from other clubs and you must liaise regularly and for cup weeks.  You should contact me a week ahead of any foreseeable pitch clashes.

 

 

7.         AGE GROUP SECRETARIES 

U/7 & U/8 Secretary

With one or two exceptions I have found the registration process reasonably straightforward and my thanks go to those clubs who have introduced their own "quality assurance" on players’ registration forms before they are sent through to me. It would be great if all clubs adopted this good practice. It’s quite natural that at Under 7 and Under 8 age groups there are going to be lots of managers and coaches having their first experience of running teams within the MNYL. I do hope that all clubs will recognise this and so give extra help and support to their new managers. I have already had some new managers phoning me for advice on matters that their clubs should be advising them on. I will be as helpful as possible but will also tell managers when I think that it is their Club which should be providing the information rather than me. I also urge all managers to make sure that they receive and read all the MNYL minutes and other correspondence that their Club Secretary will be copying to them. I am looking forward to a season full of fun and enjoyment for our youngest teams. Best wishes to all teams.

8.         TREASURER’S REPORT:

Approximately 1,150 registrations will benefit from the ‘early registration’ discount. 

 

9.         REFEREES SECRETARY’S REPORT:

A reminder of the Referee Respect meeting/seminar will take place at Lordswood Leisure Centre at 7.30 p.m. on Thursday, 3rd September.  It will be led by John Newson, K.C.F.A. Referees’ Officer.  I have circulated all the referees who have registered with me.   Please will club officials invite their club, qualified, registered referees to the meeting.  I am asking for referees to complete an acknowledgement form to indicate attendance and this is attached to the minutes.

Don’t forget that this season the club referees form (issued last month) is to be returned to our new Discipline Officer Lynn.  Instructions are on the form and must be returned even if nil by 23rd August 2009

Please note that Lynn has recently married and is now Mrs Lynn Stoneman.  The MNYL Committee extend congratulations to Lynn and her new husband Glynn.

 

12.       CUP COMMITTEE

The first cup draws of the season will be held on 2nd September 2009 at 7.30 p.m. prior to the secretaries meeting.

 

13.       PUBLIC RELATIONS OFFICER’S REPORT :

14.       LEAGUE WELFARE OFFICER’S REPORT:

nothing to report

 

15.       K.C.F.A. REPRESENTATIVE’S REPORT:

I will be in attendance at the  meeting for secretaries and will be available if you have any questions relating to discipline or KCFA procedures.

 

16.      AOB

i)       The proposed pilot for U/9 result collection by text message service is postponed at this time.

ii)       A vote of thanks was recorded to all the MNYL registration secretaries. Their hard work is much appreciated and they have all gone above the call of duty in assisting member clubs in registering 276 teams for 2009/10 season.

 

The meeting closed at 9.15 p.m..

 

 

 

Prior to this meeting at 7.00 p.m. Vic Williams, Vic Smith, Chris Carey and Ian Ballard met with representatives of Real 60 Youth F.C., Mark and Margaret Agate, Arthur Branton and Eddie Ellery.  K.C.F.A. D2 representative Keith McCourt observed.

The meeting was at the request of the MNYL committee to discuss and clarify the pitch hire agreement between the MNYL & Medway Council and to allocate the necessary pitches with specified kick off times for normal league fixture programming.  The committee will be allocating pitches at Borstal Rec and Shorts Way to other MNYL teams after all the MNYL Real 60 teams have been accommodated.  The contingent from Real 60 Youth expressed great disappointment in not being able to secure a lease which they stated they had been promised by local councillors.  The MNYL will not be hiring any grounds in Medway with use of pavilions and Real 60 were advised to contact John Wren, MMSFL  who may help with pitches for the club’s two Kent Youth League sides.

 

 

The next MNYL Committee meeting will take place on Wednesday, 2nd September 2009 following the secretaries meeting.

Secretaries meeting : Wednesday, September 2rd at Lordswood Leisure Centre at 7.30 p.m. when all fixture booklets, handbooks, stationery packs and registration cards will be issued.   2 delegates only per club
