League referee Gary Chamberlain. The MNYL committee is fully aware of the problems recent ‘blanket cancellations’ have caused to the fixture programme. The decisions, not taken lightly, have been taken in the best interests of the players in the Competition.

Congratulations are extended to the club on their achievement.
Referee, Colin Plummer recorded what a pleasure it was to referee U/12s Cliffe Woods Colts v Sheerness East Youth. ‘Both teams had a tremendous attitude and played some great football, the boys were a credit to their coaches and parents. The exemplary behaviour of both sets of supporters encouraged their teams in the correct manner. Thanks for a most enjoyable morning.’

Managers and Spectators were extremely well behaved and treated me with respect
and they were a credit to their respective Clubs and the MNYL.’

4. CHAIRMAN’S REPORT:
I know that it is frustrating for teams not being able to play football
due to the weather but please spare a thought for the league secretary, age
group secretaries and referees secretary who have to keep changing
fixtures. This is one of the worst years we have had for a long time, we
can only hope that it will get better over the next few months. I would like to
thank you all for your patience.
5. VICE-CHAIRMAN’S REPORT:
Low Referees marks received and
logged:
The use of EMERGENCY REFEREES. Is again clarified
Emergency referees can only be appointed on the day when no qualified official
is available. The Appointment must be agreed by both teams and the match record
card must be endorsed that an Emergency Referee has been used.
The same Emergency Referee can not be used on multiple occasions and. If
a parent or club official wishes to take on the refereeing duties for a
team, they MUST go on the training course.
No unqualified referee can be appointed in advance and, if the home club
does not have a referee available by the Tuesday prior to the game, they MUST
contact the opposition to establish if they have a qualified official
available. If this is not the case, then the home club must contact the Referees
Secretary and he will do his best to provide an official. Only after all this
has failed can an emergency referee be appointed on the day.
The fee for NEUTRAL
REFEREES. Re Cup Games is clarified
The League Cup and John Leeds Memorial Trophy semi-finals to be played on a
single leg basis with the team first drawn out responsible for arranging
neutral ground if requested by the opposition.
Neutral officials will be appointed by the Management Committee, if at all
possible. Both teams are to share neutral officials and pitch expenses.
For all other rounds up to the semis it is the home teams responsibility for
referees fee – unless neutral official/s is requested by opposing team then
they shall be responsible for said payment/s, this also applies to league
games.

6. SECRETARY’S REPORT:
I still have some updated Respect packs awaiting collection by some clubs. I know some of our arrangements went by the board because of bad weather but the paperwork is not doing any good in my garage.
It is good to learn from the K.C.F.A. staff that quite a number of clubs have either received or are in the process of being awarded the F.A. Charter Standard. The M.N.Y.L. is now asked to comment on aspects of a member club’s performance as part of the assessment process. Administration of the club is one category.

I have set out below yet another extended fixture list until end of season. This should cover all games so far postponed. If I have missed any then please let me know. Please check these dates carefully because where you may not have had a fixture you may now find you do have one after all!
I know that once we get a week or so beyond Easter that is when football pitches start to disappear under Cricket tables and Athletic tracks. Easter this year is on 4th April so some clubs might find it difficult to fulfil home fixtures after this date. I have however put fixtures in up until first two weeks in May in the hope that some at least will be possible. Otherwise I would encourage clubs to start bringing forward fixtures that are now shown in April and May and playing them on Saturdays with agreement between the two clubs. The fixtures in italics are those which the League would be content to see played on Saturdays if agreement can be reached between clubs. Please keep me informed of all games brought forward in this way. The League takes the view that “non-competitive” teams (especially Under 7’s) should not be asked to play “double headers” and so fixtures that cannot be brought forward will be considered as void at end of season.

teams are inevitable. As from 28th February due to team withdrawals some teams

11. DISCIPLINE OFFICER’S REPORT:
So far this season
there has been 170 yellow cards and 20 red cards issued. It was very
disappointing to see two yellows and a red card issued last weekend (24th
Jan) to Under 14’s.
Thanks to all the
referees for sending in their completed reports without me having to remind
them, it is much appreciated. It is also good to get positive feedback some of
which is below.

12. CUP COMMITTEE:
The cup draw for
the semi finals will take place prior to the next MNYL committee meeting. More information will be issued when semi
finalists are known. Due to the quarter final round having been postponed the
semi finals will not now be played until
Clubs are reminded
of Rule 24s. Players must have 28 days
registration prior to a semi-final to be eligible to play in a semi-final or
cup final.
A cup committee
meeting will be held after the next MNYL committee meeting.
13. PUBLIC
RELATIONS OFFICER’S REPORT:
14. LEAGUE WELFARE OFFICER’S REPORT:
Well here we are at the beginning of February and the weather has not
been kind to us. Let’s hope the worst is behind us and we can now move on and
catch up on the games that have been lost.
That might have been easier if what happened at Luton Rec/Cliffe Woods
and the people concerned had used some good old fashioned common sense. On the
Sunday after the snow, teams/clubs were training at Luton Rec ON THE
PITCHES after the council had called all pitches off for the weekend. Member
clubs are very quick to complain of the pitch conditions and blame the council.
But on this occasion this was a major own goal!!
It is not fair on the hirers of council pitches who pay a lot of money
to hire them that clubs/teams are training on pitches, I have also taken
this same message to the relevant men's league who also had teams doing the
same thing at a council site.
On the discipline front it appears to be a better season, however that might
also be down to the lack of games due to the weather but let’s hope that it is
not the case.
If you need any advice or have any issues you would like to discuss then
please feel free to ring.
Please continue to support your committee who work hard to organise your
enjoyment on a Sunday, and have been as frustrated as yourselves at the lack of
football in recent weeks.
