Minutes of
Committee Meeting held at Lordswood Leisure Centre on
1. COMMITTEE:-
PRESENT: Vic Williams (chairman), Vic Smith, Chris Carey, Jim Carey, Ian
Ballard, Sarah Monk, Graham Adsett, Sue Sandmann, Mark Sandmann and Ray Kerr.
APOLOGIES:- Keith McCourt, Andy Bonneywell and Ray Swatton.
ABSENT:- Michele Leadsham and David Durham.
2. MINUTES OF THE LAST MEETING:- (on
These were agreed to be a true and accurate record and were signed by
the chairman.
There were no matters arising from the previous minutes other than the
fine imposed on Woodcoombe Youth was cancelled as it was in error.
3. CORRESPONDENCE:-
K.C.F.A. Ltd. D1 minutes of discipline commission on
K.C.F.A. Ltd. D2 minutes of discipline commissions on
K.C.F.A. Ltd. Appeal Cuxton 91/MNYL – the findings of the Board of Appeal:
1. The appeal on the grounds of
severity is upheld.
2. The fine to remain.
3. The match not awarded to
opponents. (U/18 D1 v Riverview Utd on

The final MNYL tables will be amended to include this decision and the
game will be recorded as void.
Oak Athletic Informing the League of their progress towards Charter Status. Their adult section has now Charter Status.

Earl Juniors notifying the League that their U/14s team will not be
registering next season as they have left to join a team in the Gravesend
League.
The club is fined £10 – Rule 8c – withdrawn before 1st
August
Fulston Zebras The club have been granted a change of name by
the K.C.F.A. and in future will be known as Milton and Fulston United F.C.
The club should ensure that all registrations are submitted in the new
name or the registration form will be invalid.
4. CHAIRMAN’S REPORT
Most Secretaries already know
about the campaigns that the FA are running
this year, they are called the Respect campaign and Don’t X the Line. Respect
is common
sense that you all respect the Officials, Spectators, your Opposition and
the Residents that back onto some of the pitches. Please let us all do
our
bit and respect each other. Don’t X the Line - means the white lines
that go all around the pitch only the officials and players are allowed on
the pitch with the exception of an injury and only the Manager and first aid
official is allowed on with the permission of the Referee. There will be
Zero tolerance to persistent offenders to the above.
Please let this be a year when everyone enjoys their football.
5. VICE-CHAIRMAN’S REPORT:-

6. SECRETARY’S REPORT:-
Please do not forget that you are to send me your new K.C.F.A.
affiliation number in accordance with Rule 2d).
You should by now have renewed your club affiliation and only a handful of secretaries
have sent me their number at this time.
It is helpful to me to receive this information as soon as possible.
Please advise all your managers that we do not consider divisional
structure until after 1st August to be sure we know which teams are
entering the League. Therefore please do
not ring me or other committee members about this subject as we cannot give any
definite replies.
It has been an extremely busy month in preparation for the new
season. Vic, Mark, Ray and myself attended the K.C.F.A. meeting for Youth Leagues on 23rd
June and the
If we are to be considered for Charter Status as a League we do need
more member clubs to have the Charter Status.
We have not yet reached our target figure (60%) of teams in the
MNYL. We currently have 45% and are
therefore very close to moving this forward.
As teams are counted not clubs it will only take a few large clubs to
achieve this. We can then consider the
other criteria. I am aware from speaking
to Stephanie Gadd that a number of member clubs are actively working towards
the status.
Vic and I also met with Medway Council staff to finalise arrangements
for pitch hire and I am now happy we will have sufficient pitches for those who
applied. Payment will be to the MNYL and
you will be invoiced by Ian Ballard. If
payment is not made on time your fixtures will be suspended.
There will be a meeting on Wednesday,
September 3rd at Lordswood Leisure Centre at 7.30 when all fixture
booklets, handbooks, stationery packs and registration cards will be
issued. A short
secretaries meeting will take place.

committee of the Medway News Youth League I would like to congratulate John Greenstreet
of Cobham Colts. John has been
recognised by the K.C.F.A. D1 for a long and meritorious service award to mark his incredible 40
years involvement in local football.
7. AGE GROUP SECRETARIES
Registrations: All age groups
Please check from the committee list (attached again) that you know the
correct MNYL registration secretary for each age group as there are a few
changes from last season.

Check the postage is sufficient when posting registrations. Committee members will not be responsible for
collecting or paying for insufficient postage items held by Royal Mail.
If you have any problems or questions about your registrations please
do contact the relevant age group secretary.
There seems to be some confusion regarding the MNYL registration ruling
where a player is registered with the Valley Express Kent Youth League. Please read Rule 8(p) and the declaration on
the MNYL player registration form.

Woodpecker postponement
request for
Fixtures: All age groups
If you have not already indicated on your application forms or
confirmed with the League secretary please identify your pitch sharing
requirements within 7 days. You need to
make clear all ‘normal’ kick off times (see Rule 10d(i)). It is not
acceptable to put t.b.a. or a non specific time. Every effort will be made to accommodate your
requirements. If you do not comply with
this the MNYL will determine your k.o. times, in the
interest of the Competition, using Rule 5d. Real 60 and Sheerness East Youth please
note.
U/16s and U/18s Please note that you must have 10.00 a.m./10.30 a.m. or
It has come to attention of the MNYL on two occasions recently that 2
clubs have approached the schools hired by other clubs with an offer to pay
more than the existing hirer. The MNYL
committee have no jurisdiction over this but consider the approach to
unsporting and
detrimental to the well being of the League. Any club proved to be involved in such action
may be charged with bringing the MNYL into disrepute.

We are now aware that Claire will not be continuing as the PRO next

to send in player adverts and other requests as normal.
13. WELFARE OFFICER’S REPORT
Borstal 88, Eagles and Earl Juniors have still not returned the Club
Welfare Officers form to me despite a fine last month. If I do not receive this form within 7 days a
further fine of £20 ( Rule 5h) will follow. You are reminded that without a club welfare
officer you cannot affiliate with the K.C.F.A. and without affiliation you
cannot be in the League.

Charge 78 Sheerness East Youth charged under Rule 5d. Bringing MNYL into
disrepute following incident at U/18 League Cup final. Case proved at K.C.F.A. who fined club £200
with £100 suspended for 12 months.
Player Chris Moreton was fined £40 and
suspended from

Decision: The £100 suspended fine imposed by the discipline committee on the team

If there is any further case of misconduct, proven at the K.C.F.A. this
team will be excluded from the League.
Mr Allen is warned as to his future conduct at matches.
Charge 79 Riverview Utd charged under Rule 5d. Bringing MNYL into
disrepute following incident at U/18 League Cup Final. Case proved at K.C.F.A. who fined club £150
with £100 suspended for 12 months.
Player Ravi Moheeputh
was fined £25 and suspended for 35 days from

Decision: The team is no longer in the MNYL.
The club is fined £50 and £10 costs.
Player misconduct
U/15 player Lewis Moon (Cobham Colts) is suspended for violent conduct
considered to be of a serious nature following incidents at the U/15 fixture on
The MNYL
received letters of concern from Co-op Sports.
The player was suspended by the K.C.F.A. from
Cobham Colts confirm that this player will not be registered for their
club in the future.
Decision:
If this player wishes to register again in the MNYL he will be required
to attend a discipline committee meeting.
It is hoped that Co-op Sports will report back the decisions of the
K.C.F.A. and MNYL to your parents.
