N.B. The MNYL discipline committee will review all disciplinary reports
received from the K.C.F.A. Ltd. throughout the season and further charges may
be levied on clubs by the MNYL when the K.C.F.A. Ltd. have completed their
enquiries.
Fulston Zebras Note of thanks from Fulston Zebras Sports U/15s
to Lordswood Youth U/15s for the help given to them when one of their players
sustained a fractured leg on the first day of the season. Emma and Lee are praised for their handling
of the incident and game which was played to its conclusion.
The MNYL will send best wishes to Gareth Parry for his speedy recovery.
Woodpecker It came to light
from a league referee that Woodpecker U/18s (D1) have moved venue and kick off
to Sturdee Club, Hoo at 2.00p.m.. This
may cause problems with the appointment of referees. If the referees
secretary cannot appoint a neutral referee for

Anchorians Advising the MNYL
of an injury sustained by their U/11 player Liam Jessop during the fixture on
30th September. The committee

Rainham Kenilworth The club secretary attended a site meeting at
ALCOHOL AT GAMES
There have been 2 occasions this season where league officials have
found spectators at games drinking alcohol on the touchline. Both clubs have been cooperative but all
clubs are advised that the MNYL Committee deems it misconduct for anyone to
drink alcohol at any of our fixtures. It is felt entirely inappropriate and
could bring the league into disrepute.
WEBSITES several clubs have raised issues around
other clubs websites this month.
2 aspects – suggest you read page 50 KCFA handbook Rule 8 regarding
content & responsibilities. Any cases giving cause
for concern will be reported by the MNYL to the KCFA Ltd..
MNYL consider them to be a form of media as per Rule 23d) with regard
to results/reports.
Photographs of children from other teams should not be published on
your site without permission of the opponents.
If you need any clarification refer to the League Welfare Officer.
4. CHAIRMAN’S REPORT
Secretaries - It is very important that you pass on to your Managers everything
that is in the monthly minutes and also what you were told
verbally at the Secretaries meeting in August. The League Secretary explained
to you how important it was to have players
registrations in your possession before the player plays. The new season kicked
off four (4) weeks ago and we have had three (3) un-registered players already.
The Constitution is very clear 8k(l)
We have also had a few red cards in
this period of time, we will be monitoring this and if it is one team the club
and the team Manager will be brought before the Discipline Committee.
White lines are put there for the players to play football and not
for the spectators to cross to get a better view of the game, please keep
behind the white line. Please let us all enjoy the football this season.

When compiling reports please endeavour to be constructive with
observations rather then just critical statements in your comments eg
"It is also important to note that there was NO element of bias in the
referee. The above points were equally present in his running of the game
for both sides.
We hope that these observations help the development of this referee, as it
is important that the game does attract new young referees and helps them
mature into excellent officials."
6. SECRETARY’S REPORT
This month has seen more than a fair share of teething problems. A significant number of these and a large
number of phone calls could be prevented if, at the risk of repeating
myself, the league minutes were
circulated and read by fixture secretaries and managers in the clubs. Secretaries,
please discuss this at your next club meeting. I know many of you have a cascade e-mail
system in place, others prefer to print and circulate and others find that it
helps to discuss issues from the MNYL minutes at your club meeting. I worked hard to send the minutes out from 5th
September before that weekend and circulated amendments to the fixture booklet
I had received yet still I receive
endless calls from persons who in some cases don’t even know what I’m talking
about when I refer them to League minutes. The cup draw went out on
There have been a number of issues with regard to Medway Council pitches
since the new contractor, Quadron took over and I must thank clubs who have
worked together so well in reversing games or loaned their grounds to get games
played. I am still waiting for a date
for a meeting with Medway Council with the MMSFL secretary.
I am also concerned that Graham is still having so much extra work
caused by late and incorrect results. It
doesn’t take long to double check your e-mail before pressing SEND.
I have been called upon to chase some late comers (you know who you
are) and really your result secretary should be chasing your late comers not
telling me they are still waiting for one result within the club. Fines will reflect the enormous amount of
extra work.
We are awaiting information from the F.A. on the measures to be
introduced to reduce levels of misconduct on the touchline.

increasing number of reports that fixture confirmation is not being made in
accordance with Rule 10d i.e. by

I did put this in my last report but still 14 sets of mini soccer
result cards and 4 U/15s result cards were send to me in error this month. ALL CARDS GO TO SARAH AS REGISTRATION
SECRETARY (Rule 11c). All offenders will
be fined in future.
I will deal with the fixture issues including late notification of
fixtures, postponement requests and non played fixtures.

I must give a mention to Martin O’Neill of Rainham 84 U/9 for
exceptional sporting conduct. Martin
waited 2 hours at his venue to ensure his fixture was played on

My Report:-
Phew………….. I feel I’ve lived through a whole season in the space of the last four weeks. But the most annoying thing is that most of the problems I’ve had to deal with could have been easily dealt with if the League minutes had been passed onto the relevant people within clubs and that people actually spared some time to read them. Fines have been issued for cards being delivered to the wrong place and some more than once despite emails telling them. I have had five notes from the Post Office already this season where people have failed to put the correct postage on the size of the envelope they have sent their results card in. If you’re not sure check out www.royalmail.com for details. On the brighter side it’s nice to put faces to names when you’re delivering your registrations and result cards and nice to have a chat to people who call round to see how they’re doing. Please please check your result cards carefully so that next month the fines aren’t quite so high. Have a good October good luck to all in the first round of the cup

I’m pleased with the administration of the U/11s – I must have trained you well
last year! Very few fines in my age
group – just check you put the result the right way around on the card. Also make sure you use the right postage for
your envelope. A normal 1st
class stamp will only cover an envelope of 240 x 165 mm maximum but up to
100g. After that you need a ‘large
letter’ stamp. Royal Mail will not deliver
2nd class instead if you use a 1st class stamp.

Can I please remind all teams to make sure they put enough postage when

Hope you are all having a good season so far. I have been out and about watching some of
the under 16s and on the whole am pleased with the attitude of
players/supporters towards the league appointed referees.
Just a reminder to all as you seem to have forgotten during the summer
months – NO coaching if you act a club linesman, NO smoking on school premises
and keep supporters away from the touchline, it makes both the linesman and referees
job a lot easier.

8. TREASURER’S REPORT
Players statements have now been sent to all clubs, please make payments within 14 days
An updated list will be sent in January and again at the end of season.
If you suspect any number to be wrong, please contact the age
group secretary ASAP
9. REFEREES SECRETARY
Clubs are AGAIN reminded that they must NOT appoint referees from the league list to their club games without reference to me. The correct procedure, if a referee is needed, is to ring me the Sunday before the game and leave me the details. I will then ring you before Wednesday with a referee, provided one is available.
Clubs are also reminded that under 16 and 18 games must kick off at the times stated in the handbook to facilitate the appointment of referees. Where a change becomes unavoidable, they must contact me, at least seven days before the fixture and agree an alternative course of action. Kick offs at times other than 1000/1030 or 1330/1400, will not be permitted in these age groups except in extreme circumstances and with the required notice.

It is good to see so
many reports coming in. I would just like to let you all know how the match
reports are to be written or remind you if you have forgotten, If the reports
are sent in incorrect THEY WILL NOT BE PRINTED in the papers, sorry to sound
harsh but I spend more time sorting the reports out than typing them up.

13. WELFARE
OFFICERS REPORT
Having watched several games so far this season I am concerned for the
safety of the players regarding touchlines . I have
had to ask several managers and linesman who think they have the right to walk
2 metres on the pitch whilst the game is in progress, to stand back. Could you please ask all your
managers to instruct ALL the supporters to stand well back
from the touchline , including prams ,bikes kitbags, water bottles etc. This
will enable the linesman and manager to walk freely up and down the line
without encroaching on the pitch and could also result in your club being
charged with misconduct.
Also a reminder of the language used in
front and directed at children. It is good to encourage but not to abuse.
Taking and publishing of photos of
opposing teams children to put on a club website without permission
is forbidden.
