Minutes of Committee Meeting held at Lordswood Leisure Centre on Wednesday, 7th October 2009 at 7.30 p.m.

 

1.         COMMITTEE:

The meeting opened with members from division 2 in attendance.  This liaison meeting was called to discuss any issues or problems.  Referees, Respect and non competitive football issues were discussed. Members agreed to seek points of reference and clarification of the problems highlighted by MNYL committee members.

Divisional members left at 8.30 p.m. except for Keith McCourt, our divisional representative.

Cuxton 91 U/18s Crusaders would like to acknowledge Riverview United Blues management and players following an injury to one of their players during the tie on 20/9/09.  Cuxton 91 send sincere thanks for the ‘tremendous’ support.

League appointed referee U/11s Black Lion Youth v Cuxton 91. The referee recorded what a pleasure it was to referee your game on 27/9/09. Your fair play and the conduct of both teams, managers and all spectators was a credit to the League.

Well done to all concerned.

Cobham Colts F.C.   has been awarded the Charter Standard.

Congratulations are extended to Anne Greenstreet and all at Cobham Colts for their achievement.

Rainham Kenilworth   Enquiry about colour of socks permitted.   The FA Standard Code of Rules for Youth Leagues does not refer to socks (Rule 9a).  However, any decision made by the referee within Law 4 is final. Law 4 refers only to ‘colours’ and not individual items of clothing.

 

Medway Council   All hirers at Garrison pitches are advised that the Events team will be using the site for the Bonfire/Fireworks on the Great Lines on Saturday, 7th November from 8 a.m..   The site should be cleaned, cleared and ready to use by 8 a.m. Sunday 8th November. 

As previously advised work will commence at this site from January on the new Great Lines Heritage Park.  Will all clubs using the site contact the League Secretary this month to discuss suggested alterative arrangements for your teams in the New Year.

 

4.         CHAIRMAN’S REPORT

As a league we had a postal vote of the member clubs and signed up for the respect campaign a part of this  agreement was that we would at every home game cordon off an area on one side of the pitch two metres from the touch line (if room) where all spectators would stand, on the other side of the pitch would be where the managers, coaches and subs. Would stand. I have been to matches since the season has started where this is not being used, come on secretaries ask your managers to implement this part of the campaign because the F.A will in due course make it compulsory and your club could be fined.

6.         SECRETARY’S REPORT

Vic W. and I attended a League Development Seminar on Monday, 28th September.  There were 3 presentations:

  • KCFA Development Manager, Paul Dolan gave a review of the Kent Football Strategy at the end of Year 1.
  • Andrew Hailwood, FA National Game League Development Manager – FA League Development  Proposals
  • KCFA Respect Lead Officer, Stephanie Gadd – The FA Respect programme in Kent

The seminar provided an opportunity for Leagues to share good practice. It was stressed that The FA are committed to working with the Leagues to support grassroots football where possible.  The MNYL has agreed to consider the Charter Standard League process in January 2010 which will involve writing a development plan.  Member clubs still to achieve Charter Standard status should contact Lee Suter at the KCFA for help and details of the requirements and criteria.

 

Respect Programme

The MNYL Committee will continue to promote the Respect Programme at all of our games. This includes promotion of Codes of Conduct and Designated Spectator Areas to improve behaviour of Coaches, Managers, Parents and Carers involved in Youth Football.   We are fully  signed up to the programme and are monitoring and reporting to the KCFA Respect Officer along the way.  It is still less than a year since we held our ‘League Respect Meeting’ and we have come a long way. Where clubs are implementing the programme properly all feedback is positive.  It is not acceptable for member clubs to ignore the Programme.  Clubs all need to integrate or recognise the Respect Codes of Conduct and Sanctions into their registration/membership processes as the next step to become ‘operational’ in terms of rolling out the programme.

There will be some new FA Respect resources available soon.  I am waiting to hear from Stephanie Gadd when they are complete and will arrange collection when I hear from her.  I have ordered one per team in the MNYL.

 

Clubs hiring Medway Council pitches are reminded that there is no provision in our hire agreements for training.    If any matches in this or the R&D or MMSFL are cancelled due to training on pitches clubs may be charged with bringing the MNYL into disrepute and risk cancellation of the hire agreement.

Under 7 & U/8 Secretary

I have been in contact with all club Secretaries with teams at U7 and U8 setting out the most common errors that were being made on Match Cards. I am very pleased to report that the Cards are now much improved. There are still a few silly errors being made – especially forgetting to mark if named substitutes actually played – and still one or two Match Cards arriving late.

I have noticed that some mini-soccer squads have different players wearing same number shirts in Match One and Match Two- especially the No 1 shirt – but also others. This is possibly in breach of Rule 9(h) and I will be putting the issue to the MNYL Committee for clarification. *****

A really annoying thing at the moment is the number of new player Registration Forms that are being sent to me without a sae for return! When this happens I have been making contact with clubs to explain. In future I will not spend time doing this and if clubs have not had a Registration Card returned they will have to phone me to check about the eligibility of the player in question – Rule 8(e). At that time we will be able to discuss how the card is to be returned!

I would ask all Club Secretaries to remind team managers that although the U7s and U8s play in a “friendly league” it does not mean that the MNYL match day rules can be discarded or ignored. It might also be helpful for Clubs to explain this to some parent spectators. I have had a couple of reports which indicate that some team managers and supporters are under the impression that they should be able to play some players in both matches – “because it’s only a friendly game”. This is NOT the case and I know that Chris has reminded Clubs about this on a number of occasions.

If we are going to make a real success of the u7 and u8 “Friendly League” it is important that all clubs and teams abide by the FA and MNYL rules,

***** The committee confirmed that Rule 9h applies to the whole squad in the case of mini soccer and that no two players, including goalkeepers,  may wear the same number.  It was accepted that clubs may not be able to comply immediately but should conform  when reordering kit or by 2010/11 season.  If any individuals have a particular problem they  should contact Martin.

 

 

 

 

Under 9 Registration Secretary

My first U9’s report, and at present all seems to be going very well, and I am enjoying getting to know you all.

Just a few points :

Please ensure that you complete the Result Cards clearly and in Capital letters, using the full names of the players as stated on the Registration Cards, to stop any confusion.

Please make sure you also indicate whether substitutes have been used, and I remind you that Registration Forms need to be with me by 9pm on the Tuesday to ensure player is eligible for the following Sunday. Thank you.

Under 10 Registration Secretary

Just a note to say that the season seems to be off to a good start it has been a pleasure to meet all the managers and a quick thank you for making the beginning of the season a pleasant experience.  Good luck for the rest of the season.

Under 9, U/10 & U/13 Fixture Secretary

I am still receiving result cards despite numerous reminders that they should be sent to the appropriate registration secretaries Maria, Denise or Chris Morris.  In future I will fine the teams for them sending to the wrong secretary.

Already this season I have not been notified of non played fixtures correctly, in accordance with Rule 10t.  It is only in cases of unfit pitch that I do not require a phone call. Non played fixture forms must be sent to me by Wednesday after the date of the scheduled game. The MNYL results secretary should also be advised of all non played fixtures with a brief reason given instead of a result as in Rule 11(i).

Under 11 Secretary

I said last month that I was hoping to keep fines to a minimum.
I have had a number of problems with Result Cards in this first month, but being true to my word, have not imposed any fines, although I could have done several!
However if some things continue, unfortunately I'm going to have no choice in the future.
Could you please therefore bear in mind the following;
1/ Please use capital letters (some handwriting is virtually impossible to read!)
2/ Make sure you indicate whether substitutes have been used or not.
3/ Please ensure I receive the Cards by Wednesday's deadline. I've had many cards late and a few not turn up at all. We can all blame the good old post office, but cards posted 2nd class on a Tuesday will not get to me in time!
Enough of the moaning, generally it's been a good start to the season. I'll always try to help anyone whenever I can, so any queries, please ask!

Under 12 Secretary

Please make sure when completing result cards that you use capital letters and that both first and second names are used. Initials are not sufficient and  some that are not in capitals are already difficult to read. No fines this month but after publication of these minutes, no further reminders will be given and fines will be levied.

 Guru Nanak have requested a postponement on Sunday 1st November due to a religious festival. Oak Athletic will therefore not have a fixture on that day.

Teams that have a bye in the next round of the League Cup or first round of the John Leeds Trophy will not have a fixture on 15th November.

Could all managers please fill their result cards out using capital letters and full names (Christian and surname) as some of the cards are a little hard to decipher. Failure to do this could result in a fine.

Under 14 Secretary

Can I remind clubs that they need to check the correct postage be put on any correspondence sent to the League.
Please ensure that all registrations are received by the correct time and date and check before playing any new players.
Due to CLIFFE ROYALS withdrawing from the League at such a late stage any Div 1 fixtures that were arranged for them  are now cancelled.
You are free to arrange a friendly match within the normal requirements - but League games take precedence.
Please notify me if you play a friendly fixture.

Under 15 & U/18 Secretary

It is nice to see familiar faces from last season and to welcome the new Under 18s .

The season has started off well with only a few niggles that need to be addressed. Can you please remember to write players names in CAPITALS .and low referees marks need a written report. Check your match cards before you send in as I have noted a discrepancy in reported results and those actually on cards!

I will be sending out rearranged fixtures due to the Kent and League/John Leeds cup rounds in the next few weeks .

If I do not receive payment within 7 days of the issue of this notice the club will be suspended from the MNYL.

9.         REFEREES SECRETARY’S REPORT

Despite the problems with referee numbers at the start of the season, all u16 and u18 games have been covered.

There seems to be some difficulties with referees not returning the referees match report form and all referees are reminded that it is mandatory to complete this form for all matches in the u16 and u18 age groups.  This is a FA/KCFA requirement under the Respect scheme. This form is sent only to the League. For other age groups, it only needs completing when reporting  disciplinary offences and breaches of league rules.

 

I must also remind referees that they must complete the normal FA Discipline forms for ALL cases of misconduct and send these direct to the County FA.

 

I have also received reports that the match card containing the names of the players and substitutes has not been handed to referees before the game by the odd few teams. If this does not happen then referees must not allow substitutions to take place and must report the failure on the above mentioned match report form.

Hopefully referee numbers will pick up in the next few weeks as the first Medway course has now run for four weeks which will allow the candidates to start looking for games to complete their training.

10.       RESULTS SECRETARY’S/WEBMASTER’S REPORT

A reminder to all clubs in the Kent Cup that they need to report the results, home and away along with their normal league results.

 

Below is a reminder of Rule 11i

All results U/9s – U/18s, ALL postponed fixtures, and confirmation that all U/7 & U/8s non competitive fixtures have been played, must be emailed, in the body of a message and not as attachments, to the League Results email address by the home team by 6pm on the day the match is played. The subject of the email should be “ ..Club Name.. Results.” Failure to do so will result in a fine and Persistent offenders will be further dealt with at the discretion of the Management Committee”

 

The results email should contain only home results not away as some clubs are doing. Please ensure results are reported accurately as the results are published on the This is Kent website before the age group secretaries have chance to check them against the match cards. Mistakes are causing a lot of extra work.

11.       DISCIPLINE OFFICER’S REPORT

Thanks very much to all referees who have sent in match reports on time. Your help is very much appreciated. If there are referees that have any questions regarding completion please contact me and I will be happy to help. It is very important that I receive a report for every Under 16 and 18 game. This will ensure that the data captured correctly reflects RESPECT in the MNYL.

Looking at the last 4 weeks there have been 39 cautions and 3 red cards. 21 of the cautions occurred during the ‘cup’ weekend.  Already the data collected is identifying repeat ‘offenders’.

I have also been asked to remind clubs that refreshments should be offered to referees, as in rule 13g.

I received a report on the implementation of ‘Respect’ from the referee of the U/16 fixture on 13/9/09,  Teynham Gunners v Rochester City. Well done to both teams.

Bredhurst Juniors, Riverview Utd, Woodpecker HI and Borstal 88 have still not returned their club referees form despite reminders on 27/08/09 and a fine last month. Fine £20 each

A charge for maladministration will be issued if not returned within 7 days of this notice.

 

12.       CUP COMMITTEE

Please note, the date for the U/16s league cup 2nd round and 1st round John Leeds fixtures is as per fixture booklet, 8/11/09 and not 15/11/09 as indicated on the U/16s draw.  This is due to the Kent Youth U/16s Cup fixtures.

U/18 D2 : There is an error on the revised fixture list.  All U/18s cup fixtures to be played on 15/11/09 and not 8/11/09.  Teams in U/18 D2 should play league games scheduled for 15/11/09 on 8/11/09.

The draw for the quarter finals will take place prior to the MNYL Committee meeting on December 2nd.   Rainham Kenilworth, Omega 92 and Valley Colts are invited to attend and will be sent the information needed nearer the time.

13.       PUBLIC RELATIONS OFFICER’S REPORT:

Clubs are reminded of Rule 23d).  The League sponsorship agreement with ‘the News’ requires that I consider their paper for all MNYL promotion/advertisement before other papers.

I have asked that the match report guidance is reissued.  I will not accept reports that are not in the format described or those that are in e-mail attachments.

14.       LEAGUE WELFARE OFFICER’S REPORT:

While observing several 6 aside as well as 11 aside matches I have noticed   that the Respect Campaign isn’t being observed, rules of the FA and MNYL flouted in respect of -- the use of underage linespersons, small sided teams playing players in both games and the use of freeze spray on Under 7s!!!. None of the aforementioned are allowed for obvious reasons.

My concern as welfare officer is that when any of the above are brought to the attention of the manager that their behaviour to a league official in front of spectators and minors is unacceptable  and inappropriate.

 I would like to thank Fairview Rangers for the hospitality shown to me  at the first game of the season.

15.       PRESIDENT’S REPORT

With the start of a new season I would like to take this opportunity to remind all club secretaries, and through them all other club officials, that the various MNYL officials all spend a large amount of time on running the league for the benefit of all the teams that take part.

All committee members have Email addresses as well as their telephone numbers published in the League Handbook.  If committee members need to be contacted then either the Email or telephone is the correct approach.  Your league officials should NOT be visited at their home address without a prior appointment.  They all have lives to live outside football and their privacy should be respected.

All the best to all clubs for the coming season - lets try to make it a hassle free one for all our sakes.
