statements of player suspensions dated
There are a significant number
of players suspended by the KCFA from the start of the season. It is important to remember to check
eligibility of players if they are new to your team or if you are unsure as the
suspension will have been notified to the player, League and previous club.

has come to light that member clubs are not all correctly affiliating and
insuring teams for mini soccer. Two teams per squad in the MNYL should be
registered and insured. All queries
should be addressed to KCFA Ltd.

Medway Council
Notice of works to
commence at the Garrison ground to create the
Following representations by the League the works will now begin in January 2010 but all pitches are likely to be out of use for the remainder of the season.
The League will be working with the Council to find suitable alternative pitches for the 14 teams who share the site. If any clubs can accommodate their team/s elsewhere please let me know. I am exploring the suggestion I already have from Valley Colts with the MMSFL.

The committee did not think this was necessary. Clubs may request fixtures by e-mail however or photocopy a booklet.
4. CHAIRMAN’S REPORT:
I would like to wish everybody good luck in the coming season and
for this to be a trouble free season, please take a few moments to read
the new hand book there is a section regarding the new FA Respect Codes of
Conduct and all the committee members.
I would like to thank all the committee members for the hard work over
the past few weeks, as you know this time of the year we have to keep to a very
tight schedule and unfortunately a club
challenged us on a ruling at the KCFA which the league lost. I would like clubs to think when disputing the
rules it is the clubs who make the rules and not the committee, the committee
only implement them on your behalf.
5. VICE-CHAIRMAN’S REPORT:
I have been in negotiation with Aford Awards, on behalf of the League, to secure a suitable 3 year deal for supply of trophies.
The committee agreed that Vic Smith should seek the best available deal and commit necessary funds.
6. SECRETARY’S REPORT:
Welcome back! Funny it is as if we never went away. I would like to thank all the club secretaries who, like all the various League secretaries have been working like mad to ensure the administration is all in place for the start of the season. I’m sure there are few people that appreciate the workload unless they have done the jobs and believe that it is as if by magic that everything is in place for each new season. I always maintain that on the first morning of the season the phones should stop ringing and then we have done a good job.
I hope everyone involved with the MNYL, especially the players, have an enjoyable season.

Before the start of the season
managers should check they have a registration card for every player. Do not field any player unless you have a
registration card or have confirmation from the age group secretary that the
player is eligible. All registrations
should now have a
s.a.e. enclosed (Rule 8d).
Registration secretaries will accept registrations until
RESULT CARDS/ MATCH CARDS – send to registration secretaries NOT
fixture secretaries
Cards must be received by the age group registration secretary by Wednesday following the fixture. Please refer to Rule 11 for instructions regarding completion of the cards.

8. TREASURER’S REPORT:

10. RESULTS SECRETARY’S
REPORT:
Please ensure that club results secretaries are all aware of the amendment to Rule 11(i) when sending results. All postponements must be notified to me and in the case of U/7 & U/8 games no results are required but it now must be reported ‘played’ or ‘not played’ instead.
11. DISCIPLINE OFFICER’S REPORT:
The following clubs failed to
submit the club referees form despite a reminder on
Anchorians; Bredhurst Juniors; Riverview Utd.; Woodpecker HI; Earl Juniors; Valley Colts; Borstal 88. All are in breach of Rule 5h and are fined £10
All clubs now have until
I am concerned by the number of clubs that have submitted a NIL return. Please don’t forget you must update the form before using a referee. If the referee is not registered with the League or club then the referee can only be used as an ‘emergency’ appointment.
12. CUP COMMITTEE
The cup draws took place before this meeting at the secretaries meeting.
Dates of cup finals are being agreed with the Garrison Ground and will be notified next month.
Unfortunately the following
rule amendment, agreed at the
Rule 24 Cup Competitions: amend sub paras:
j)
All cup
matches are to be decided on the day. In the case of mini-soccer both games
must be fulfilled, with standard points awarded for each game. The winner being
the team with most combined points.
k)
In the
event of a drawn game ( equal points for mini-soccer), extra time of 5 minutes
each way for under 9 and 10 age group, 10 minutes each way for under 11’s
through to under 16’s and 15 minutes each way for the under 18’s will be
played. Extra time for mini-soccer will be played by a composite team selected
from the players or substitutes from the two preceding games that resulted in
the need for extra time.
l)
If the
scores remain level after extra time the match will be decided by taking of
kicks from the penalty mark in accordance with FA rules.
13. PUBLIC RELATIONS
OFFICER’S REPORT :
The notes/ guidance on report
writing will be sent to new clubs and to others upon request.
14. LEAGUE WELFARE OFFICER’S
REPORT:
I have noticed that the plastic tapes can become detached from the Respect barrier poles in high winds. Please be aware of this hazard and I recommend that if it appears necessary remove the tape to avoid an injury being caused by the tape whipping anyone.
